In 1780, the Virginia General Assembly passed "an act for procuring a supply of provisions and other necessaries for the use of the army." This law authorized the governor to appoint provision commissioners in each county to identify necessary supplies and services and to make purchases or seize goods as needed. In exchange for their goods or services, individuals received certificates that included their name, the date, a description of the item or service provided, and its assigned value. Recipients of these certificates had the option to transfer their reimbursement rights to others, and such assignments were often noted on the back of the certificate.
Between 1781 and 1783, individuals submitted their certificates to county courts. Once the court approved a claim and determined the compensation amount, county clerks recorded the claims in booklets, which were then sent to the public claims commissioners in Richmond. The commissioners approved these claims in 1783 and documented the claimant's name, descriptions of the goods or services provided, their valuations, and the date payment was authorized in their account books. They issued a warrant to the claimant, who could then submit it to the state treasurer's office to receive payment or a state tax credit.
